Local Administered Project (LAP) Manual
Overview
The Local Administered Project Manual covers uniform practices for authorizing qualified Local Public Agencies (LPA) to manage core activities for Federal-aid funded projects.
Under Title 23 U.S.C. the State Transportation Agencies are responsible for the administration of Federal-aid transportation projects. Title 23 U.S.C. does not recognize local entities as direct recipients of Federal-aid funds. Georgia Department of Transportation (GDOT) assumes the responsibilities of the Secretary of Transportation for all Federal-aid projects. GDOT stewardship includes the responsibility to assure local projects meet or exceed all applicable Federal and State laws, standards and requirements.
The roles and responsibilities of the Federal Highway Administration-Georgia Division (FHWA), GDOT and Local Governments are defined in the LAP Manual.

Training Sessions
LAP Training
Georgia DOT is hosting free LAP training sessions for local governments. The course will cover how transportation projects are identified, programmed, scheduled and managed at the state level. Instruction will focus on practical information that is useful to local government, including when to accomplish project activities, whom to coordinate and collaborate with, and what the deliverables are within various work groups at GDOT.
