Preconstruction Program

The Preconstruction Program in the State Utilities Office is responsible for:

  • Managing standardized letters for District Utilities Offices to use in project coordination with the utility companies
  • Providing guidance and interpretation on Utility Policy and Procedures, reimbursements issues and Laws governing utility coordination
  • Ensuring project information for utility coordination is updated in TPro and on the Preconstruction Status Reports
  • Managing utility coordination for Let Status Meeting and Quarterly Project Status Meeting
  • Coordinating utility funding on projects
  • Preparing, processing and executing Standard Utility Agreements and Transportation Purpose Agreements
  • Providing utility certification to Federal Highway Administration for full oversight projects and utility certification to Engineering Services for exempt projects
  • Providing utility authorization for executed Standard Utility Agreements and Transportation Purpose Agreements
  • Requesting funding for modifications or unforeseen reimbursement issues
  • Communicating and coordinating with the utility industry, contractors, and Local Governments
