Extreme Cold Start Programs
Cold temperatures and cold engine starts increase emissions because specialized exhaust equipment, such as catalytic converters, take time to warm up to the optimum operating temperature. The development and implementation of programs designed to reduce or mitigate excessive cold start emissions are eligible for CMAQ funding.
